原因：
經過MOS查詢分析，該錯誤觸發BUG：19689979 。
該BUG是由於truncate或者drop一個正在被訪問的表分區導致。
觸發該BUG的對象爲：

解決方案：
1.當出現問題時flush共享池。
2.修改隱含參數_part_access_version_by_number爲false。（RAC需要將各個節點同時重啓以修改該參數）
目前已經將flush共享池。flush之後沒有發現該報錯。
