SYMPTOMS
After restarting E Business,the Administer Concurrent Managers screen shows the Scheduler/Prereleaser Manager with a status / state of “System Hold, Fix Manager before resetting counters”.
The steps from the notes below were performed, but issue did not get solved:

CHANGES
Restart E Business environment.
CAUSE
An orderly shutdown of the concurrent manager was not performed.
Database got shut down before Concurrent Manager being shutdown completely.
SOLUTION

Go to System Administration > Oracle Application Manager > Concurrent Managers.

Select the Scheduler/Prerelease Manager.

Click on “View Details”.

Select “Verify”.

Click “Go”.
