Robert E. Kahn出生於1938年12月23日。
Kahn於1960年從City College of New York獲得其學士學位，1962年和1964年分別從普林斯頓大學獲得其碩士和博士學位。
在貝爾實驗室工作一段時間後，Kahn成爲MIT電子工程系的一個助理教授(Assistant Professor)。然後，Kahn請假離開MIT加入了BBN(www.bbn.com )並且負責ARPANET的研發工作。ARPANET是的一個packet-switched網絡。
1972年，Kahn加入了DARPA(www.darpa.mil ),並且成爲IPTO的部門主管。
在ARPANET早期階段，ARPANET的通訊協議是NCP。Kahn與Cerf一起合作提出了TCP/IP協議。TCP/IP協議已經成爲現代Internet的通訊基礎。
1986年，Kahn離開DARPA並且創辦了非營利的公司CNRI(Corporation for National Research Initiatives)。目前，Kahn是CNRI的董事長和CEO。
